Commercial Motor Vehicle Criminal Interdiction

Course Description

This course is intended to familiarize law enforcement personnel with current trends and patterns in this use of commercial motor vehicles for significant criminal activity. This course is based on the latest El Paso Intelligence Center (EPIC) analysis and the subject matter expertise of active, criminal interdiction officers.

Course Objectives

At the end of the course, students will be able to:

  1. Describe current trends and trafficking patterns, as determined by EPIC data analysis.
  2. Discuss how a line of questioning directed at a driver's deviation(s) from industry norms can be a starting point for exposing criminal activity.
  3. Recognize types of anomalies in real-world examples of following: driver's medical card, apportioned registration, contract lease agreement, certificate of liability insurance, bill of lading, scale tickets.
  4. Explain the basic hours of service rules.
  5. Identify and explain in-depth points of discussion on behavioral indicators.
  6. Identify most common rental truck and straight truck concealment techniques.
  7. Discuss inspection authority, probable cause, consent.
  8. Recite good officer safety practices.
  9. Summarize the key elements of instruction.
